Default Bi-lateral carpul tunnel & tendonitis

Hi my wife injured herself by repetative strain injury in 05, she had carpul tunnel surgery in 06, and explained in 05 that she had discomfort on 05 before the surgery. In Nov 1/07 they took away the office work where she would do light filing and scanning of documents, where it didn't require gripping of the hands, then they restructured the office and put her back on the line for 8 hrs, rotating each hour, they wanted her to do lot tracebility for an hour with a pen, then work on a machine while picking up screws an using a cigaret hold to place them into presses and place brackets into dies.
They've stressed no quota, but she has too much cronic pain to do those jobs. Her rumatologist just prescribes drugs for pain killers and antiinflamatory. She is deemed permanant modified and wsib won't get her a doctors appointment with a wsib doctor, because she is perm mod. how is she suppose to go from modified to permanently off work, and on comp.
Please help.
