Default workers comp & child support

my daughters father is currently $8000 behind in child support. he is due to get a settlement from workers comp any day now. i've been told by a few people that some of the settlement will go to child support first off before he even gets whats due him. how true is this and is there a certain percentage of the settlement or does it depend on how much he gets
