I'm a USA citizen: Can I apply for my father resident visa?

I'm a USA citizen 22 years old, can I apply for my father resident visa if he enter legally to the USA and stay illegally and depart voluntary after 3 years?

I wish to inform you that you may apply for a resident visa for your father if there is no ban on the reentry of your father in USA for staying illegally for a period of 3 years. In this regard, when your father had stayed illegally for 3 years in USA then there may be a ban on his reentry which may be imposed for up to 10 years. However, as has departed voluntarily a ban may not have been imposed on his reentry. In this, if no ban is imposed then your father may come back to USA. As you are a US citizen over 21 years of age, therefore, you may apply for your father in immediate relative of a US Citizen category. In case there is a ban, then you may apply for waiver of ban.
