F2 application versus DV program

hi
5 days ago i received a letter from KENTUCKY CONSULAR CENTER which notified me that i am one of the DV program selected. the letter was delivered 25 days after it was sent.
how much time do i have to fill all the forms and send them back?
does DV program application process effect my F2 application which my mother applied in 2004?

I wish to inform you that after receipt of information by mail that you have been selected under the DV Program Lottery (Diversity Visa Program Lottery) does not by itself ensure that you will be granted a Green Card. You must meet the eligibility requirements prescribed by US law. You will also undergo an interview. The DV Program is for immigrants. The F2 application is for non immigrants. It takes one day to process. If granted, F2 visa is valid till the F1 visa of your mother is valid. If you are already high school, you can pursue vocational or recreational study with F2 visa.
