Default Overstayed travel visa and denied reentry.

My boyfriend overstayed on a visa waiver for several years and was denied reentry to the US after travelling home to Ireland for a wedding. Any advice on which, if any, options are available to him. Also, would his chances of being granted a visa be greater if we were to marry before starting the legal process?
