pls. guide me (immigrant visa for a 14 year old with expired green card)

pls. guide me with information regarding entry possibilities to the United States for my son who will be 14 next year (2009). He is a former GC holder and is a brother to U.S citizen (4 months old).

He has been a legal permanent resident since he was 5 months old together with his father and my self. However, when we applied for GC renewal we were not able to add him as he was abroad then. It is almost 3 years now since we renewed our Green Cards without him being involved and he is still currently living abroad.

Meanwhile, I became a mother to a new child and he was born in the U.S. So, my 13 year old son has a brother who is a U.S citizen and we would like now to apply for his GC renewal (or replacement - whatever the right term is in his case) to bring him to live with us in USA.


In our case, how can we guarantee his entry to the US before filing for his GC renewal/ replacement and what is the right application form should we file? and by which means?
