Public home care.
Can a sibling designated as Power of Attorney have the right to physically stop another sibling from taking their parent out for day leave from a private home care facility without just cause and also preventing the parent from leaving the facility on overnight passes with her other siblings against the parents will?

Normally no unless the person is completely incompetent and incapable of making a decision. And even then you could still go to court and override any wrongful conduct by the guardian, caregiver or POA.

Civil and/or family law court yes.
Or other specialized courts in some states/jurisdictions. |
