I need urgent help and immediate legal advice.Please reply to my questions?

My daughter named SARA FATIMA NOORANI is a USA citizen.
She was born in Columbus Ohio on 10th October 1998 .She is a special/developmentally delayed child.She was getting Special education in USA. During the year 2001 ,her father came to Pakistan,divorced me without giving my rights and left his special/developmental delayed daughter at Karachi(Pakistan)without any support.He also kept all my travelling documents, including USA passport of his daughter in his own illegal possesion . Inspite of several requests , he did not handed over these documents to us. The second daughter was born in Pakistan after our arrival.
Her father after leaving us in Pakistan escaped to CANADA.His address is available with us.
The special/developmentally delayed child suffered a heavy loss of mental health due to discontinuation of her treatment in USA. I have myself tried for her treatment from various Neurologists Clinics in pakistan but not succeeded as the treatment is available in USA/CANADA. Her father is in a best position for her treatment in USA/CANADA as he himself is a doctor and citizen of CANADA. We made several requests to her father to take her and get her treatment in USA/CANADA but he is not responding .Iwant to have legal advise on the following points:-

1. Whether SARA FATIMA and 2nd daughter(BORN IN PAKISTAN) are entitled for any child support from their father, who is in Canada.?

2. Whether any legal proceeding can be done against their father ,who possessed(ILLEGALY) the travelling documents of their family and snatched the rights of his daughter who was being getting special education in USA?.

3 .Is it a case of human rights of a special/developmentaly delayed child who is entitled for her treatment in USA ,but could not got it due to criminal act(not handing over passports and other travelling documents) to their family.?
