Question Can any legal action be taken in violation of human rights?

If a person violates the human rights of his own child. Can any legal action be taken against him?

Well what do actually mean by that...it would normally be child abuse as well and certainly action can be taken for that ...

...but parents do control their children and children do not have the same rights as adults of course.

Very much thanks for reply.

I mean that a developmentaly delayed child having US citizenship who was availing special education in her own country and was left by her father in another country without any support.The father also kept her traveling documents in his illegal possession, so as she could not return to her native country.Is this action of father called child abuse? If so,is he liable for punishment? Can any legal action be taken against him?
