Human Rights of a USA citizen ?

A child, who is USA citizen and is developementaly delayed/special. She was getting special education in USA. Her father is in Canada . Her mother is a cityzen of Pakistan. The father left this child in Pakistan without any support.He has discontinued her special education from USA. Due to which the child suffered heavy loss of mental health. Who is responsible for damaging the child?
In my openion it was the human right of the child to get her treatment/special education in USA i,e at her own country.The treatment is not available in any other country. How can she get her right?
The mother of the child was divorced. She got re-married in Pakistan.
Kindly reply these questions through Public postings.

It would seem to also be a question of custody and residency.

Is there any court order as to costs, custody etc. in connection with the divorce?

Here the question of custody and residency are clear.I only want to know that a US citizen developmentaly delayed child ,who was left in Pakistan without any support by her father. The child is in need of special education/medical treatment.(there is no any Court order for her custody)She is looking for help in Pakistan.Who is responsible for damaging the child? Is it not the responsibility of US Governament to lookafter her and get her to USA? What are the remidies to protect the child from further damage? The matter is very serious and need an urgent reply.

All the matter has already been brought in the knowledge of USA authorities.What is US law in this connection?
