Confused Is this legal?

I was leaving the local Wal-Mart last week and I had bought a water hose. I had also bought other items. Well the hose wasn't in a bag so naturally the little old man at the door wanted to see my reciept. He found the hose on the reciept but then proceded to go through every item in my cart. He took items out of the bags and compared the upc lable on the item to that on the reciept. I called over a CSM and she didn't stop him! I snatched the reciept out of his hand and told him that I was going to return every item and get my money back and that I would be filing a complaint. I went to the Customer service center and filed a complaint but they seemed to laugh it off as "oh it's just Robert, he does that all the time." So I just left out the other door, fuming.

Is this legal? I didn't shoplift anything! Everything was in a bag except the water hose.
