conditional job offer rescinded

1.i have worked in law enforcement all of my adult life. i recently applied for a law enforcement position with a federal agency, received a letter rescinding a conditional job offer. i have not been able to get a good job since. i worked overseas, in a foreign country for the U.N. but was fired because a supervisor was committing unlawful acts and when he was approached, he accused me and i got fired. i later found out that the info. did get straightened out and he was fired but for me it was too late. now i have to deal with this everytime i post an application, this happened in 2001. is there a recourse for this?!
2.what is the statute of limitation for Slander?
3.i would have filed a suit but where would file suit for an offence that happened outside the US? the company that does the hiring is based in texas, the perps. live in different states?
