Are medical records the property of the patient or the doctors office? I am changing doctors and my previous doctors office says I can only get them by paying a substantial fee. Do I have another option? I live in Ohio.

as far as I am aware medical records belong to the doctor. But they are your records and you are entilted to a copy of them. The doctor may withhold records from you if they think that they could be harmful to you or someone else. Another doctor can ask for the records with a signed consent from you. As for the fee, they can not charge you to look at the records but they can charge you a per page fee under state law the amounts differ by state.
