Hello, I cannot obtain police record checks for my parents from Vietnam and Thailand, however they were both minors (aside from my mother who was a refugee in Thailand) when they left both countries, and that no criminal records exist. The application for a family sponsor green card requires these police records check and they will not accept the fact that they were minors at the time. Is there some way I can get proof that they had no records when they were minors, such as writing to the Vietnam and Thailand embassies for a statement saying there were no records? Also would it be appropriate to call the US consulate or embassy in Canada for advice? Thanks.

I wish to inform you that you can contact local police in Thailand and Malaysia and have a written document from them that their does not exist any record. You may contact local lawyer in Thailand and Malaysia who can act on your behalf in dealing with police authorities. Further you can contact US Consulate for necessary information if any required by you.

Do you think it would matter if I sent them a prepaid envelope or a regular envelope for mailing purposes? I have been advised prepaid but I really don't want to spend the extra money.
