Default Can an H4 get a green card by marrying a citizen?

I'm a US citizen and my boyfriend is here on an H4 visa. In the event that we got married, how long would it take for him to gain Green Card status?

It will take a cople of years in total but yes, you can do it,

file adjustment of status at your local USCIS (U.S. Citizenship and Immigration Services) office, and he is allowed to stay in the U.S. while the adjustment is pending.
