Please bare with me as the details of my problem are quite complicated...
My parents legally adopted 4 of my mother's siblings and 1 cousin in 1986. My mother's cousin, now my step-brother, was the only one that changed his name. He took on my father's last name. He is the one that is having the immigration issues. After another one of my brothers was deployed to Iraq in 2005, the brother in question had a psychotic break and was diagnosed with paranoid schizophrenia. He refused to take medication. I looked everywhere for help, but was told that I couldn't do anything because he was not physically harming himself. In May of 2006, he just disappeared. We filed a missing person's report and everything. In August of 2006, my parents received phonecall from Bellevue Hospital in NY,NY. It turns out my brother was arrested for driving a stolen vehicle two days after disappearing. His behavior in court led to his stay in the Psych ward in Bellevue. From Bellevue he was transfered to two other hospitals before being sent home 2 months ago. His wallet was never returned to him. He had all his IDs in there: license, green card, and social security card. When we tried to get another ID for him, we were told that his birth certificate, that stated he was born in Mexico, issued by the state of Illinois was not good enough. In order to get a state ID he needs his green card to get a replacement green card, he need an ID. We went to the mexican consulate to see if we could get him the matricula consular and begin the drawn out process to get his ID. We were told that Mexico does not recognize the adoption and name change that took place in the US. We were told to go to 1. Get an original copy of the adoption papers and have them sealed by the secretary of state. 2. Go to Mexico and go to court to have his birth certificate amended with his adoption and name change recognized. 3. Come back to the states and get the matricula consular. IS there anyone else that knows of a simpler process to get this done? In order to do this my brother must travel to Mexico. If he does, he will not be able to reenter the US! Without his ID's we can not get his medication that he is supposed to be on. If anyone can provide me with some advice or direction, it would be greatly appreciated. Thank you. |

You could try to get it all done by a court ruling in the the US court. It often is possible. You may want to email info@worldlawdirect.com and we will forward this post to them as well. They could help you look at options easier options.
