Fiance in the U.K.

My fiance lives in Scotland, and I have lived with him in Glasgow for the past year while studying on a student visa. I am an American citizen. I am returning to the U.S. in a few days. My fiance will stay here in the U.K.
We would like to get married and live in the U.S. It was our plan to apply for the K-1 fiance visa, but it is looking as though he would not be able to join me in the U.S. for 6-12 months while we wait for it to be processed.
Advice on this site says that it is possible for him to come over on a visitor's visa and marry me in the U.S., then stay in the U.S. with me while his status adjustment application is processed. This contradicts a lot of the other information I've read. I want him to be able to come over as soon as possible, but I don't want the threat of deportation looming over our heads because we did something that is considered by the government to be 'deceitful'.
Is it true that he would be able to stay in the U.S. if we get married while he is in the U.S. on a visitor's visa?

He cannot come on a tourist visa with the intention of eventually marrying here.

You can marry while he is here on such a visa but it the idea to marry has to occur after he arrives. And immigration will check that when interviewing you two so best not to play around with that.
