Confused Marriage and H-4 question

I'm in the US on an F-1 visa right now, and I'm planning to file for an H-1B visa as well as a Labor Cert in April. My boyfriend is also currently in the country, he has 6 months on a B1/B2 visa. Assuming my H-1B visa is approved within 15 days (with premium processing), my boyfriend and I were planning to get married in May.

Can he file for an H-4 and remain in the country without being out-of-status after his B1/B2 ends in August?

Will our marriage interfere with my filing for a green card? Should we be married before or after the I-140 is filed? Or should we be married before or after the Labor Cert is filed?
