Expiring I-551?

I recently found out that a friend of mine was nearly denied the renewal of his driver's license because he has the non-expiring form of I-551 green card. This form was issued between 1977 and 1989. He was told that they will make an exception this time, but not in the future, and that his card needs to be replaced. Having the same type of card, I researched the issue and I was only able to find a "Proposed Rule" from the UNCIS issued in August 2007. The UNCIS later issued a statement affirming the continued validity of these cards until the proposed rule is finalized, if that ever occurs. Here are the details:

My situation is even more complicated as I later found out. I was searching the USCIS website for relevant info about the "old I-551" and realized that I should have renewed my I-551 after my 14th birthday regardless of which form I had. It has been many years since my 14th birthday!! I looked at the renewal application and they ask that specific question. What do I do?!!

I would suggest you let immigration counsel handle that form at this point. You do not want to caught in any technical trap. I don't think there is one perfect forum-answer solution.

Maybe try world law on their home page and the immigration lawyers can review all of your details with you?
