Default Panel Calls for Liquor Authority Overhaul and B.Y.O.B. Law

The State Law Revision Commission has recommended an overhaul of the State Liquor Authority, to help clear lengthy backlogs in license applications, The New York Post reports.

In a report released on Thursday, the commission also recommended that restaurants awaiting a liquor license be allowed to have a certificate permitting diners to bring their own alcoholic beverages, the paper said. That is now illegal for restaurants with more than 20 seats.

“This backlog epitomizes the many failures and structural defects plaguing the agency,” the report said, according to The Post. “Well-accepted principles of agency administration have fallen by the wayside … and inadequate enforcement jeopardizes public health and safety.”

Restaurateurs have complained that it can take months to get license approval from the agency, which has also been caught up in a bribery and corruption investigation.

The authority’s newly appointed chairman, Dennis Rosen, accepts most of the report’s findings, The Post reported.

Some restaurant owners told me they thought the whole system there for such licenses was corrupt.
