Can I be charged for the same ordinance violation by a county AFTER I have been cited, adjudicated by city for same infraction?

My dog bit another dog and my city Pembroke Pines PD responded and gave me citation from city for violation of Dangerous dog, they called the county to take dog for rabies observation by city code. I paid city fine and registered dog and obtained liabilty insurance for my city's requirements, I also received a notice to appear before Special Magistrate and was adjudicated by my city. The County now will not release my dog stating they want to charge me for their same ordinance that deals with dangerous dogs EXCEPT their NEW ordinance calls for the killing of my dog on a first bite..Please help sounds like double jeopardy. The County is Broward County Florida. Their Charter states they can not preempt a city ordinance in this case where conflict occurs.

Normally no if it for exactly the same issue--if you show them all of the information the other infraction they will normally drop it.
