Default Postal EEO Question

I filed two complaints with the Postal Service EEO office; I resolved the first complaint, then the person in charge of overseeing complaints took it upon herself to try and sweep the second complaint under the rug. My question is: do I have an option of seeking financial recompensation for a so-called "clerical error"? I filed the original complaint back in April 2008, and I sent a certified letter to the regional HQ requesting a copy of the letter stating I withdrew my complaint, if that helps.
