Thumbs Up skimpy dress standards

Under the Liquor Act in Western Australia an entertainment condition is attached to a licence to sell and supply liquor. One of the conditions is that a person selling or supplying liquor must not be "indecently or immodestly dressed"

can you provide me with a definition of what is said to be immodestly or indecently dressed. Also what case law further supports this.
