Today, I filed a complaint with the Texas Medicaid Program. I intend to turn this conundrum in on itself.
I posted here because it appears to be the most accurate to the issue. My complaint simply put is that the State is employing practices that are designed to interfere with my constitutionally protected property entitlement. It's defense is that it is to prevent fraud, self satisfing alibi. The state requires Adult Medicaid beneficiaries enroll with benefit management entities. This is not across the board and applied to all citizens in the the state. It is applied to those in metropolitan areas. Groups of counties containing a major metropolitan area and those adjacent to it. Why? That's where the highest concentration of poor are. DFW, Houston, San Antonio and more. This requirement is based on my residence. If I lived 30 miles away in a different county I would be covered by Traditional Medicaid. Although the State cannot deny me a Federal award of entiltement, It can and does employ restrictions to limit it's liability for matching funds. Today I had to cancel a doctor ordered proceedure because Medicaid denied his precription for that proceedure. Talking to the Medicaid Pharmacist I was informed because it was not an illness treatment. I wouldnt know, but I wonder if that justification applies to pap smears? Also HPV vaccinations? Worst of all I had a Pharmicist interperting my Federal entitlement. If it looks like a duck AKA Ockham's Razor, dictates that the one who benefits is the State by having one less on the dole, and it is intentional. It could be argued that I am now AMA, against medical advice and now disqualifed from coverage. Again, one less on the dole! Simply because with my arms crossed tapping my foot, I demand 100% of my entitlement, not 99% not 51% but 100%. I entered into a pact with the Federal Government, for which I paid money, I have receipts. I never entered a pact with the State, I simply pay them a Tax for the pleasure of living here. They entered the pact with the Federal Government but my 50% again is constitutionally protected and therefore the Federal government should audit and if neccesary withold my entitlement. I will move to another state if I have to! Now the bait and switch, Of the three plans I had to choose from one has fine print stating they do not cover inpatient costs. If you have to be admitted in a hospital only a total three medications which meet the prescriptions requirement if they do. are covered. I chose a different one, that offered Value Added Vision Care. $200 above what medicaid pays which is about $35 for lens and $20 for frames. Well after finding ONE opitical store the only one that accepted this plan who out sourced my glasses, they presented me with a shoe box with about a half dozen ugly frames a couple were pink. Of course out of pocket I could get TITANIUM FRAMES, I think it was $299 above my coverage totaling $549. Well when I pick up my medicaid + $200 value added glasses I know the actual value is $55.00 UGLY glasses. Where'd my money go, whose pocket? This is the second complaint I have filed with the Texas Health and Human Services Commission. On this one I commanded that they notify my State Rep., Congressman and to notify me of legal services available to me. I was notified that I could at an unsatisfactory outcome "dis-enroll" a code for PLEASE STAND ON THIS TRAP DOOR!!! Dumb Asses that's how I got here in a first place!!! After I threw all the management plans (HMOes) on my congressman's desk and said find me a doctor, I can't (so began the first complaint)! Now I dont know if I am asking for help from this forum or wishing this migrate publicly. What ever, if push comes to shove I will file a federal suit after the administrative judges for an injunction agaist Federal funds paid to Texas. Pro Se of course so the most I can offer an Attorney is notariaty. One fact I should included I was deemed disabled due to chronic venious insufficeincy a permanent condition by Texas Rehabiliative Services and division of the Texas Department of Aged and Disabled a Division of Texas Health and Human Services Commision a division of yada, yada, yada. |

Today one day after posting, this post is #1 on Google for the Key words Texas Medicaid pap smear, and nicely snuggled in searches along with Gov. Rick Perry's HPV vaccinations for 6th grade girls at a cost of $300,000,000.00. Key words: Texas Medicaid HPV vaccination

I like where this was snuggled in on the second page between Texas Govenor above and below. However it has migrated to #2 in 24 hrs. Somebody's lookin! I just hope it is VOTERS and not 6th grade girls.

I forgot something,
The precription that was denied was Moviprep. Basically a $60 laxative and enima. I am sure my doctor has a degree and did well in school and practices with all due diligence and puts my health above all else. So I tend to believe there was a reason he prescribed what he did. What was Austin's reason? What do they want me to do? EAT PRUNES AND STICK A WATER HOSE UP MY BUTT! Oh that's right I am fasting, my options seems to be more and more limited! If you look towards Austin you see heads bobbing up and down. Maybe I can help with this budget problem thing. Walmart has shave cream at $3.00 and a pack of razors for a couple more, VIOLA instant "DO-IT-YOURSELF" OB-GYN shave prep kit! You get a bunch of Unwed teen expectant mothers together like a tupperware party and their shared out of pocket expenses would be like $0.50. I wonder how much would be saved!!! Coming to a Home Depot near you! Austin you have never spent a nickel on one of MY kids... Well its been quiet, that's a good thing as Martha would say. While I design additions to this #1 ranked Google Post. It won't be long that you'll be able to google Rick Perry and this post will come up. Folks you'll work, you'll pay, and Heaven forbid one day you find yourself out of a job and sick, because what I found was a revovling door that led directly into another revolving door, and another and another and on and on. God on his best day with malicious intent could not have designed this gargantuan mistake. Because this is no mistake. |

Something you could add to your proposed FELONY legislation is the parents pay child support to the State.
Sympathies go out to Gov Rick Perry for the Fire Loss of the Govenor's Palace. I have been searching repocessed mobile homes and there are some great deals on Double Wides formerly owned by recently displaced Texans. I am sure it would be more comfortable than the Super 8 and save the Taxpayers a bundle IF you are ever re-elected. |

This is not exactly on topic, but close.
Federal Employees! Never, Never, Never, Ever present your R-CARD (insurance ID card) at a pharmacy. It's best to call and ask for a cash qoute. Calculate your Co-PAY and then at the register whip out your R-CARD. If your quote is honored then they are honest, at least with you. They are trained to not get caught! Report anything else! Your R-CARD has a history of every pill you ever bought. I've caught more than one pharmacy charging my Dad $2.80 for a $0.28 pill. Do the math, your CO-PAY is paying the entire cost of the prescription, then they turn around and bill the insurance for the insurance negiotiated price. The right hand doesnt know what the left hand is doing in your wallet. Need PROOF! I can do this 10 out of 10. I will pay for your Co-PAY if I am wrong.
