The constitution is clear to me, however maybe your babelfish could translate "run out" as in you are not competent to fulfill your promise to the FEDS with matching funds from our tax dollars, but you want to keep the FEDS $$$, of course you do.

On my second 68 mile trip, I instructed the same clerk I only wanted the minimum that Texas Medicaid provides. One pair of plastic lenses and frames which you OUT SOURCE. However, when I asked the HMO how much you had charged for the single pair of Texas Medicaid glasses, it was $216.00 to my Texas Medicaid including a charge for poly carbonate which I was quoted as FREE. Again I was not given a quote or a receipt. The fact I have not picked up the product, makes no difference. SUE ME!

Today I returned home from the hospital, a miracle. For at least 3 days "BLOOD CLOTS" where hitting my lungs.

yesterday I filled another formal complaint and a request for a hearing.

The request for the hearing is because my last formal complaint was down graded and sent to the HMO for review. as it can be viewed here exactly as filed.

The new formal complaint is that THE STATE WITHELD by denial treatment order by my doctor while I was undergoing emergency admission to the hospital for a LIFE THREATENING condition known as PULMINARY EMBOLISISM." This was no mistake and by design.

The continuing complaint is that I am being impeeded from a doctor ordered proceedure for the detection of disease. See previous "Waterhose up my butt!"

I also complain of discrimination that I am being denied by a standard held only to me. While unwed teenage expectant mothers of bastard babies are receiveing interuterine portraits of their bastard babies' butts. I remind the state that their standard that this proceedure is not a treatment for a disease. Pregnancy is not a disease and totally avoidable.
