Default Adopted at 17 to petition for birth mother

I am a USC and would like to petition for green card for my mother. I am 44 years old now. My mom divorced my birth dad and re-marry. At my age of 17 my step dad adopted me (it was legal in my country) and I received a new birth certificate as him being my dad and my birth mom my mom. I also have the adoption decree showing that step dad and birth mom adopted me. My questions are:
- are these two certificates enough to show she is my birth mom (since adoptions after 16 do not count here);
- do we need a legalized divorce decree from the first marriage from my birth dad (she only has 2 printed pages with the divorce decision, no stamp, signatures).

I wish to inform you that you may petition for green card for your biological mother under the category of immediate relative of US citizen at the age of 21 years. Presently, you have stated that you are 17 years of age. You may therefore wait till you become eligible to file a petition for your mother. Your mother may, however, apply for a non immigrant visa at her discretion to visit USA.

I am not 17 year old. I am 44. I was adopted at 17 year old.

Your birth certificate should not indicate you are adopted, and your mother did not adopt you. If proof you are her daughter is what is needed that should work.
