immigration for daughter age-out

My mother-in-law is petition for our all family ( Married son- wife and 2 daughters ) which one of my daughter as the below information and embassy calculation and letter isnt eligible for green card . Meantime for your information our green card procedure is finalize and will received within 1-2 months.
Please advise what can do and how long does it take for my daughter and what is the meaning of 'when they did not apply for an immigrant visa within one year after the visa became available for their file'
