Petitions from VSC to NVC misplaced

Hello! I filed I-129F and I-130 petitions at the Vermont Service Center. Both petitions were approved 10/14/08. I am seeing that it has taken 5-7 days at most for I-130 petitions to go from the California Service Center to the NVC and receive a case number. My petitions are only traveling from VT to NH. Stiil...I have not case number. I call the NVC every day and they say that it takes at least 2 week. I have waited more than 2 weeks. The NVC tells me check with VSC. The VSC says tha NVC has petitions. No one can tell me what has happened to my petitions. I spoke to a supervisor at NVC and flat out refuse to investigate. No one will assist me. VSC also is not willing to inquire as to whether they actually sent the petitions. What do I do when both agencies are refusing to assist me and no one can tell me where my petitions were misplaced? What can I do?
