Default DS-230 Form

Hi - we are trying to process a Visa application for my dad; his application is in process. My mother, who is now deceased, was a US Citizen. Does my father need to fillout the DS-230 form? We had been told that since my mother is deceased, he does not need to fill this form out. It is hard to find information on the INS website - does anyone have information regarding whether a person in his situation would need to file this form?
