Biological Father?? Please Help

Ok so my daughters biological father is across the country and has not seen her or payed support the whole year. He decides that hes going to come over for her 1st birthday. My boyfriend has raised her since she was born and now wants to adopt her! I was just wondering what has to happen to do go through with this process? Does the biological father even have rights to her, or would he have to sign off his rights?? Even though we want him to back away from her can we still get the years worth of back child support??he has not signed the birth cert. I live in Canada Ontario and cannot find anything on the internet about any laws here. I dont have the money for lawyers and what not. and im not one of those women who is just trying to start trouble! this is truly in the best interest for my daughter! Can anyone help me out? I would really appreciate a response! Thanks

The bio father normally has to agree.
