CPS failed to notify divorced father

Question CPS failed to notify divorced father

A father was not notified by CPS of removal of children from mother's home and placement of children in foster care. Then mother's parents came in and got custody of children. Father wanted children. Did CPS not notify father because of past felony charge? Or was his rights violated? Charge was approximately 9 years ago.

It's possible that CPS didn't know that a father existed.

How long ago were the children removed from the home?

Does father have a visitation order and does he keep in regular contact with his children?
