is it considered neglect when a parent REFUSES to give a child medicine that he/she desperately needs to function?

Normally, yes. But if there are religious or ethical objections to the medicine for some reason, it may not be considered neglect. If a certain medicine violates religious edicts or laws by its manufacture or ingredients, it may not be considered neglect, but freedom of religion. In some cases, authorities have had to remove children from parents in order to administer life saving medicines to them that were rejected by their parents.

it is happening. the parent took the child off the meds cold turkey. when she noticed that he was losing weight due to the medicine. however, she has not looked into other options. this child will not be successful without it.
