My mother owns a house. My sister who is 30 years old lives at home with her 4 month old daughter. My mother would like for my sister to move out of her home. My sister is refusing. What can my mother do legally to get her to move?

She can have her evicted in local court just like any tenant. Then the police can intervene if it comes to that.
