Default Wish to give up parental rights

I wish to give up parental rights of my two children (ages 13 & 15). I live in WA and they either live in NM or have just moved to AZ. They currently reside with their bio father. I do not have a lot of $s to do this with and would like to know the most cost effective way to do this. Any help in this matter would be appreciated.
