temp custody vs the filing of dependency! help

My seven year old daughter was kidnapped by her father when I found out where she was I went straight to the city to get her at the time all of this was going on I already had a open cps case for my son which live with their father my daughter was kidnapped by her father before the whole cps thing happpened with my boys. Well before i went to get my daugther from across the state my mom and I went too county city building so I could give her temp custody of my daughter so that cps wouldnt try to get her well the courts went ahead and gave my mom temp custody of her but right away cps took her into custody I want a nd need to know was they by law allowed to do that under the circumstances that my mom was given temp custody of my daughter to avoid and stop them from doing this and now they will not give her to my mom they temp placed her with her other grandmother the mother of my daughters father which who had also kidnapped her but the state still placed her their. He is also going through criminal proceedinds at this time for kidnapping and 2 counts of assault

The judge could overrule them. Ask the judge to intervene.
