Default how to get fiancee to UAE

.i want to know how to get the fiancee visa from germany.because my fiance said i should to ask first the dubai german embassy.just i want to know before i go
forexample what kind of papers do i need?

YOU don't have to ask anyone anything. Your fiancee does. Don't allow this person to place this responsibility on your shoulders. They need to contact whomever they need to, themselves. Not you.
