Confused Can you sue a civil register for lying-destroying a wedding?

Asuncion, Paraguay. Can someone advise me if a lawsuit against a civil register would be successful. The circumstances are as follows... One month before the intended date of marriage which was Saturady, June 27th, I had organised, along with my fiance, all the neccessary legal requirments for a civil marriage with the judge overseeing civil mariage in the civil registry office. She had contact numbers, a map indicating the exact locaion of the place where the intended mariage was to take place, we had payed the fee for the marriage, She had copies of our passports, birth certs and all relevent family information. She agreed that we had submitted all the neccessary information and that she would instruct the civil register performing the marriage to attend, which she wrote into her diary. But strangely said that we did not need a receipt for the money we gave her and said it was unnecessary to give us the registers phone number since he had all our details. However, on the 27th June, the civil register did not show up, or call us, and we were left embarassed in front of 50 people. We missed the marriage reception and missed out on a hotel that we had payed for because we waited and waited for the register but no one came. Today my fiance went to the registers office to see what went worng? The secretary of the civil marriage judge said that the judge was not in today, and that the civil register had been in a serious car accident and that his car and phone was destroyed. My fiance asked for the hospital he was at and the room number, however just then the judge appeared and asked what was wrong? After explaining the situation to the judge she went with her secretary into the next room where the civil register was sitting, in perfect health. He explained that he didnīt know anything about the marriage, that nobody told him or gave him any documents about it and he was sorry for the lies!!! My fiance had also realized that the date of the intended marriage, which we signed in the presence of the judge, had been altered using correction fluid and made to read the 29th June.

My fiance and I want to bring a lawsuit against them(the office of the civil register) for destroying our perfect day and in order to reclaim our expenses and to get an answer as to why the civil register didnīt attend our ceremony, didnīt call us, forged the intened date of marriage on a legal document and why employees of the registers office lied to us.

I would really appreciate legal advice on this. Thanks.
