Spouse is chronic alcoholic and abusive
I have a spouse that is chronic alcoholic and takes money every day just to drink, does not do anything ales, and is very abusive. Is there any of way of stopping them from spending?

No there is no way to stop him aside from seperate bank acount and of course Divorce. Your first action should be to seek out alanon and start attending meetings
