emotional child abuse

i have a 16 years old son and his uncle is mad at him and we dont know
why.When his uncle is drunk or sometimes not his always shouting and
terrorizing my son and saying bad words and name calling my son.I blotter
him at our barangay and I already told the provincial dswd regarding my
problem and they send him a letter that they are inviting my brother to
visit there office.This is not the first time he does that to the children
around him not only my children but even our nieghbors children.When he
recieved the letter he displayed it outside the house and laughing at it as
if his reading a joke letter.I want to sue him for child emotional abuse.My
question is i dont know where to start and if ever my brother doesn\'t
cooperate with the charge what will happen to him and do i have a chance
that i will win my childs rights.As a mother i am really hurt.Thank you very
much.
