Default drug testing

If a parent loses custody of their children due to substance abuse and custody is given to another family member. If that family member then invites another family member to move in and help with responsibilities who has in the last 90 days taken some prescribed but some unprescribed Rx pills, when a drug test is done, what will happen to the person that has moved in?
