Unhappy Grandparent's Rights

My daughter and granddaughter just recently moved back from Colorado to Texas. They were supposed to live with me and my daughter masterminded a plan to go back to her exboyfriend (who is a very dark and evil person) and I have not seen her or my granddaughter since. They have been violent, they are smoking marijuana and doing other drugs around the baby, they leave the baby unattended at times (she is 13 months) old and they are just unfit parents. I have spoken to attorneys, CPS, the sheriff's dept and nobody seems able to help me. I need to either get this baby to where I have full custody or at least visitation. My daughter refuses to let me see my granddaughter because she thinks I am going to take off with her. I would not do anything illegal. I have a wonderful husband, 2 other children (4 and 13) and a wonderful job. I would never jeopardize any of this. What can I do. I need some help and I need it fast. I am so afraid that something is going to happen to this baby.

Your only options are to go through CPS.
Make sure that all your communication to them is written, and the it mentions the case worker by name, and strongly hint that you are creating a paper trail regarding their lack of action should anything happen to the child.
