Unhappy Interstate visitation

My only grandson born in MI-currently 26 mos old-parents never married. Mother left MI with child when he was 3 mos old -abusive realationship - nothing on file w/police.
Returned to Mass place of her original birth. Does the UIFSA deal
with interstate visitaton in the State of MI. Is there a new statute on the MI law books tp help us with this situation of father living in MI and mother living in MA?
We are having financial difficulty taking child back and forth to MI every 6 weeks so father can visit with son. Any suggestions? Judge will not release juridiction to MA Court?
