Confused visitation

I am going to court over visitation with my grandson with the grandfather who has not had any personal interaction with him. I am interested in some facts of how is it he can have parental vistitation with him. He does not contribute any support to him or does he set up any type of arrangement to be a part of his life. This came about as a result of a tit for tat issue over money that I took him to court over and now he feels that this is a way of getting even with me. Any thoughts o this matter in a leagal aspect?
