Missing husband

I am a Filipino citizen and I have 2 children a 17yr old and a 15 yr old. My husband left for the United States 10 yrs ago for a job and has not been back since then. Two years ago he communicated with my sons and sent a few hundred dollars once or twice a year.
Lately, we found out that he is working as a firefighter in California . We visited the website of that particular fire department and knew of his latest promotion. We also found a picture of him with a caption stating that he has a "wife" and 2 children, a 9-yr old and 3 yr old daughters.
How can I demand regular financial support from him for his children's schooling here in the Philippines? I presumed he is now a US citizen. Is there a California Family Law that I can use against him? What is the best way to do it?

Yes contact the Child Support Enforcement office in California.

World Law could also assist if you if need be.
