I cant beleive any mother would want to give up custody of their children. Thats disgusting. I am guessing you didnt guide them in the right direction. I am not sayinwhat they do is your fault but you have to have some authority and control over them. Especially at that age.

The State is simply not going to allow you to abdicate your parental responsibilities.
You need to continue looking for assistance.

Are you sure? Perhaps you need to read it again. Some of the words exceed two syllables, so get some help from a friend.

First and foremost, find some help for yourself. You are obviously frustrated with the situation, which may be exacerbating problems with the children.
Do you have a trusted friend, or a counselor, or a family member who you can talk to?
