grand mother needs answers for 4 grand kids

hi i am a grand mother of 4 grandkids whom 3 are in foster care in my home the court game me concurret placement what ever that means now the mother had abandoned them 9 years ago so now cps has found her she is in texas now and we are in calif. cps has made an apportment for a visit on april 29,2008 the kids don;t want to visit and i told worker but she said that they have no choice ? kids are aged 14,12,12,9 years old what is the statute of limitation in ca for a parent who abandoned there kids 9 years ago?i have rasied them since 1993 thank you i need answers a.s.a.p

The kids do not get to make that final decision.

Mom can see them and/or CPS can order some action. The children's views will be carefully considered, as will yours, but they are all just factors for the court and CPS to consider.
