Can a grandparent be charged with endangering the welfare of a child because she allows the child to sleep on a blow up mattress in the back of a mini van without wearing a seltbelt while she drives 45 minutes down a major highway in order to get to school. The child is a 9 year old girl weighing approximately 60 pounds. The child spends one weekday overnight with the father but the grandmother transports the child 45 minutes in the morning to her school, she then allows the child to get undressed from her pajamas into her school uniform in the back of the minivan in front of the school. The judge originally order that the child could stay overnight on a school night with no regard to travel time or strain on the child. I the mother have caught the child sleeping in the van. I filed a complaint with the police and am awaiting an emergent visit to the judge,

That would seem to violate some state's safety rules. You can confirm with your local police dept.
