My mother had my 15 year old daughter and 8 year old son out of state with her last summer (she lives in Kentucky, I live in Arkansas). During this time, she took both children to the emergency room on different occaisions( one for poison ivy, the other for low blood sugar), neither life threatening. Neither the hospital or my mother informed or asked my consent for this. I have both kids covered under ARKids First (Arkansas version of Medicaid for kids whose parents have a below average income), which refuses to pay the over $2000.00 in bills I have received because it wasn't a primary care physician referral, it occurred out of state, etc. Am I legally responsible for these bills or is the person who signed the paperwork and checked them into the hospital?

The one who signed and ordered it is responsible normally.
