I became a resident in 2002. In 2003, I was caught shoplifting and arrested. However, my uncle came to the station to get me. He then arranged with some agency for community service. I didn't go to court or anything. I only did community service. On the citizenship checklist, they asked to provide a certified copy that no charges were pressed. I do not have these copies and I also called the courts in my county, they said my name is not on record. I am confused as to declare that I have been arrested before? convicted? placed on rehabilitation program? I understand the meaning of conviction. I never went to court, I only did community service. Should I just send in a letter explaining this with my application because I do not know where to get the certified copies. The court(S) in my country all said they don't have me on record. What should I do? I have spent 7 years in the United states now
