Default Woman suffers from broken femur in nursing home?

This is called lack of Standard of Care. That is the care expected to be provided by any medical provider.
The ER should fill out a report, the report filed with the state registry of nursing homes, exactly about not reporting this when it happened.
The Nursing Home is trying to pass off this event, it must be reported legally, as an elderly person has been injured (intentionally or not?) a report must be filed, this is why the ER reported the incident.
